Why are solar panels blue?

Why are solar panels blue? And can their colour be changed?

The blue colour is an intrinsic property of the material ( silicon) used in cheaper cells. If you move to more efficient cells, like Gallium Arsenide, the cells are a much darker colour, also a property of the material used.
