I think the Physical laws came first. What do you think?

Perhaps there is no difference.

There would be no universe without physical laws.
And there would be no physical laws without a universe.

According to a theory that I have, I think the Physical laws came first.

And yes, it does make a difference if we say that the physical laws and the universe are the same thing.

I don't see any reason why the two could not have come into existence simultaneously.
