Why is my toilet paper weak?

AH CHUAN LAW  asked the Naked Scientists:
   
Hi Dr, i'm Mr. Law from Malaysia; my factory is producing toilet paper, although grammage of the toilet paper is high, around 28-30gsm, the tensile strength of the tissue paper is become weaker recently.

What is the cause of the problem and any solution? I'm very appreciate your opinion, Thank you.

I think there is a strength/softness tradeoff. 

Are you using recycled paper?  Many companies in North America seem to believe that virgin fibers make the best tissue papers.

Perhaps your tree, or fiber source has changed.

Recycled paper tends to have shorter fibres and less strength.

You will have to provide additional details about your system and processing, although few people here have actually worked on TP manufacture, so the more information the better. 

Waste disposal systems often depend on the TP quickly disintegrating once it has been flushed.
