Could we terraform the moon?

I have a question that has been bugging me for a few months and I wondered

how would someone go about Terra-forming a planet or our moon? I have only seen different bits and pieces about it on different documentaries but there isn't much information around.

In theory you could terraform the moon but because of it's size the resulting gravity is not strong enough to retain an atmosphere for very long, at least not at a habitable pressure. Perhaps someone knows how long it would last for?? The lower gravity may also be damaging to a people undergoing a lengthy stay.
