There is both a normal and abnormal physiological response called nystagmus. The normal version occurs when the head is moving, such as an ice skater spinning, or a person looking out the window of a fast moving train. The brain does not like blurred images, and the eye will tend to hop from one object in its sight to the next, involuntarily. But drugs and alcohol can also cause this to happen when it shouldn't, and that is one thing cops look for when the pull over a driver they think is impaired. I don't know if that is the kind of jumping you are referring to.
