Yes and no! let me explain

The escape velocity is only a function of the total mass and not the shape because at a large distance the shape of the earth does not matter and the field is essentially spherical. However if the earth is not spherical the points furthest away from the centre of gravity start off with more gravitational energy and so it requires slightly less energy to escape from the earth.  Also of the body is rotating it requires less energy to launch from the equator in the direction of the rotation.
