For some matter is the universe only very young?

How do we believe the universe is 14.7 billion years old? is it? or is it just as we see it from earth. If at the big bang a particle of matter was accelerated to near the speed of light, maybe only a few hours may have passed for it, whilst we see 14.7 billion years of universal development. If this is right then conversly is there an older universe out there that we have not reached yet. People maybe on a different planet that is going slower than whatever speed we are that are ageing faster relative us. Im thinking as there goin slower the age of the universe is getting older for them faster compared to us. The final part of this question must be for some matter has it gone so slow time has now come and gone?

Sorry one other thing...when we see the universe's expansion accelerating could that part not just be moving slower making us think its accelerating when really were seeing at a different rate of time.
