I assume they fill the toilets before flushing them?

I wonder if it could actually make problems worse if everyone flushed solids at the same time.

Anyway, what they probably need is to have synchronized bad TV commercials.  :-\

It should get rid of a few sewer rats too, unless they can body surf :), ( cue Hawaii-five-o music ).
