The problem is that so much paper is being recycled that they don't need that much paper, so they can be picky about what paper they do use.  They want paper that is fairly clean and white, so that it does not need too much bleaching (little point in being very eco-friendly by recycling paper, only to have to use lots of bleach to whiten in).  I would imagine that one problem with shredded paper is that they cannot easily tell how clean and white it is because there are lots of different types of paper all mixed up in little shreds.

My own feeling is that the best thing one can do with used paper is to burn it to recover the energy, and thus save on oil usage, and then plant more trees to create the feedstock for the paper industry.  The paper industry generally uses fast growing softwood grown specifically for it, so all that recycling does is undermine the viability of the tree farms that used to feed the paper industry.

part of the problem is that paper can only be recycled so often due to the disintergration of the strand which hold it together when you shred paper you reduce the size of the fibres so much that it can not be easily reused

J.B.S Haldane on the perforated eardrums which were a consequence of his pressure experiments "the drum generally heals up; and if a hole remains in it, although one is somewhat deaf, one can blow tobacco smoke out of  the ear in question, which is a social accomplishment".

The actual reason is that paper that has already been shredded clogs the shredding machines. I know... it sounds ludicrous; but that is the reason given by a re-cycling expert.

Well that's just great !!..now after shredding...I am going to have to stick them all together again !!

Perhaps someone can invent a 'Putting-Back-Together-Shredded-Paper-But-Not-In-The-Right-Order-So-As-To-Still-Confound-Crooks-Machine '

I know... it's totally absurd. We're urged to shred confidential paperwork to prevent identity fraud, but then we're told the shreds can't be re-cycled. Well, I'm sorry, but keeping my confidential paperwork confidential is more important to me than saving the goddam planet!
