I presume both ethanol and propanol (often isopropanol), mostly evaporate within a few minutes of application to the skin.  The smell of them would be slightly different when smelling the bottle.

Ethanol is slightly more volatile than isopropanol, so during the evaporation phase, it would impart more smell to the perfume, and would also evaporate out of your perfume bottle quicker.

I'm not a big fan of perfumes myself, but when I was in Egypt, they would sell "essential oils" which were not supposed to be cut with alcohol.

The various propanols would be slightly larger molecules than ethanol, and thus may dissolve better in oils than ethanol.  Butanol is an even larger molecule, and thus may also be a good solvent for oils.

Butanol stinks.
Ethanol and methanol are the least strongly odorous and methanol is rather toxic. That (and tradition) is why ethanol gets used.
