c to the power of 4 and why is it needed?

A while back I was asking if any equations used c^4. Well I found one.

I hadn't realized just where it would be used. I was going to ask why it is used here but under the circumstances I really don't expect an answer.

BTW Yes I do know that that part resolves to a constant.
