Imagine we have built a propulsion system using all the energy sources available on the earth.
With this force is it possible to change the rotational speed of earth? and also change earth's orbit?.....

An interesting question, I would say the Physics involved and the  propulsion would just push the atmosphere out of the way rather than pushing space or pushing the earth through space by thrust.  If you were to build a tower that raised into space, and the propulsion was outside our atmosphere, then maybe, but just a guess really.

Yes. The earthquake that destroyed Fukushima changed the rotation of the Earth by a measurable amount.

Less dramatically, Earth's tides are affecting the rotation of the Earth.

Humans are a long way from wielding the energies involved in all of Earth's tides or a large earthquake.

Tidal electricity generating stations actually slow the Earth's rotation. There is one at the mouth of a river in northern France which has increased the length of the day by some ridiculously small fraction of a microsecond, I think.

Walking up stairs will slow the Earth down; just not by very much.

Yes, as long as you are not at the North or South poles. I have recently been active digging out a cave. I estimate that I have removed 120 tonnes of rubble and deposited it at an average height of 4 metres higher than it was. I live fairly near the equator, so I have increased the Earth's moment of inertia and thus decreased it's rotational speed. I don't feel guilty about this.
