Is there any generally accepted data to speculate on whether or not thoughts are slowed in the event of time dilation in space due to relative speeds?

In other words, if you are traveling at a speed where you are aging at 1/2 the rate as your twin whom you left here on Earth, are you able to think at the same rate on Earth?

So are thoughts slowed as well? Or does the man aging at 1/2 his Earth rate have the luxury of thinking twice as fast as he is aging?

Speculate with support and logic plz.

Time dilation slows down all actions, including nuclear, electronic, chemical, biological, mental, maturity, and social interactions.

How do we know?
- Observations with cosmic rays and particle accelerators show that nuclear processes are slowed due to time dilation.
- Experiments with atomic clocks show that electronic processors are slowed due to time dilation

Extrapolating:
- Chemical interactions are composed of nuclear & electronic interactions
- Biological interactions are composed of chemical & electronic interactions
- Mental processes are derived from biological processes
- Biological maturity comes from Biological interactions
- Today's Social interactions are composed of biological & electronic interactions

So I would conclude that someone with 50% time dilation would think at half of the speed.

But before you think that all hypothetical interstellar explorers must be stupid, bear in mind that they are looking at you on Earth, and see that you are experiencing 50% time dilation, and see that your thought processes are running at half speed.

...so treat any hypothetical interstellar explorers the way you would like them to treat you!

To a person on a spaceship at 9.999991 c he would be thinking at a normal rate, but to an hypothetical observer on earth, he would be thinking at a snails pace and from the earth bound persons perceptive, also appear to be almost stationary? Of course the reverse would apply to the person on earth.!
