Is social engineering a form of hacking?

Is it possible to "hack" into the morality and cultures of peoples through human interaction? Is social engineering a new neuroscience field or an art to change the behavior of humans?  I believe social engineering is a novel neuroengineering discipline which uses human interaction to exploit society and influence public opinion.
