A number of owls are now regarded as endanger species, and probably would be illegal to keep in captivity (unless already bred from captive stock).

Also, where are the owls and the cats catching the mice.  Owls may catch mice well, but in the open, and over a large area.  An owl is scarcely going to catch mice in your basement or kitchen - and the one's living out in the fields don't really present much of a problem as vermin.

I believe the Wends (early pagan Slavic tribes in eastern Europe) used to keep snakes to catch vermin.  Part of their enforced christianisation by the Teutonic knights included that they give up their use of pet snakes for this purpose.
