that is odd. the particles seem bigger than white sugar...

Dissolve in what - clear water, or tea/coffee?  Is it the same for both?

Is this the case for all white and brown sugars, or are we only comparing certain types of each?

One possible reason :  brown sugar contains more impurities, so the crystals are less perfect which makes it easier for water to penetrate.
(this is just an "educated guess"; can be checked e.g. by comparing "rough" salt with highly purified salt)

I think Eric is on the right lines. Brown sugar is made by adding molasses back in to refined sugar (I think about 10% by weight), so it is not pure. This affects the crystal structure.

Don't quote me on this but I think that, because of this, the crystals of brown sugar are larger for the same mass i.e. less densely packed and so I think this gives them a bigger surface area with which to interact with water molecules and hence they dissolve more readily.

I'm assuming here that brown sugar really does dissolve more quickly than white - has anyone actually done a properly controlled experiment to test this...Neil?
