Is there a chemical solution that will remove permanent ink? Or is it really permanent?

Polar organic solvents such as acetone or ethyl acetate usually work pretty well.  A couple things you can try are rubbing alcohol (isopropyl alcohol + water) or nail polish remover (usually contains either acetone or ethyl acetate).
