i mean... it's right there by the teeth... it should be a bit tougher and more bite resistant, shouldn't it?

I don't think your own tongue was ever meant to be part of your diet.  If you eat your own tongue by accident, it would make eating anything else the more difficult, so it is a good idea to give you good warning when you start to eat your own tongue.

As it is, the tongue is a pretty tough thing - maybe not as tough as on some animals (a cows tongue is designed to eat glass - as the grass it eats is coated with microscopic grains of glass), it just is not intended to be eaten by oneself (there are other parts of one's anatomy that will hurt even more if you try and eat it).
