I think the first letter must be "a" in both and the first quote has a double letter in the third word so looking at a page of Churchill quotes I think the first is:
A politician needs the ability to foretell what is going to happen tomorrow, next week, next month, and next year. And to have the ability afterwards to explain why it didn't happen.
That gives me lots of letters to translate the second, but I don't have time. Using a couple of letters at the begining of words etc I think it's probably:
A prisoner of war is a man who tries to kill you and fails, and then asks you not to kill him.
I haven't checked them letter by letter, but am I right?

I had a quick look at this one last night before settling down for the evening. BBC2 was showing a repeat of Life in Cold Blood which I wanted to watch again. Fantastic prog. It took a while to sink in...... I was convinced that it began 'I AM' but that was giving me problems with the 3rd word until I noted it began with a capital. Ah! A name, thought I, as I trundled off for some dindins.
The trouble with this type of code is repetition. It makes the vowels too obvious.
Try this one, it is a simple stepped code, but it still eliminates repetition.
