I need help finding an article

In the textbook
Introduction to Electrodynamics - 4th Ed.
by David J. Griffiths there is
very
interesting article mentioned in footnote "29" on page 346. The article is on the subject known as
Merzbacher's puzzle
. The entire reference is stated
exactly
as follows
E. Merzbacher,
Am. J. Phys.
,
48
, 178 (1980)
where
Am. J. Phys.
refers to the
American Journal of Physics
. In every article that I find on this puzzle which references this article the reference is stated
exactly
as that. However, I can't find it in anywhere in the
Am. J. Phys.
and I spent well over an hour searching for it at
http://scitation.aip.org/content/aapt/journal/ajp
to no avail. I looked at the author's name of every article published between 1978 and 1982 to no avail.
It simply appears that the article isn't in that journal. However several other authors cite this paper in their articles so it's not like the article doesn't exist or that its really in another journal. However I'm not discounting anything at this point. But I could sure use some help. I already e-mailed Griffiths and the editor of the Am. J. Phys. and am waiting for their response.
Any help would be much appreciated. Thank you.

You need to look at the article, "Editorial: Physics and the arms race", John S. Rigden, Am. J. Phys. 48, 177 (1980);
http://dx.doi.org/10.1119/1.12168
http://scitation.aip.org/content/aapt/journal/ajp/48/3/10.1119/1.12168
Merzbacher was an editor at the time, so his puzzle is now buried on the second page of that editorial section that is now indexed by the first page. The puzzle is one paragraph in the middle of page 178.
