I don't think your expert got this quite right. In Singapore, virtually on the equator with 12 hours day and 12 hours night all year, with no seasons, I have observed that a tree branch under even monochromatic/yellow/sodium street lamp supports plant life such as bromeliads. When sodium street lamps in the UK are replaced with white street lamps, I think these are metal halide that use arc discharge with a fairly broad spectrum and not LEDs with a narrow emission spectrum. I have used a metal halide lamp to grow a cheese plant successfully in my dimly lit hallway. I have read that leaf growth requires more blue spectrum (<500nm) and that flowers require more yellow/red spectrum, >600nm: I don't know whether this is true. What we do know is that, perhaps contrary to expectation, the green spectrum 500-550nm is not required, otherwise plants would not look green.
