If you varied the current in the electromagnet then it would generate a time varying electric field. That can then be used to charge a cell phone or whatever after the current has been rectified (i.e. made to flow in only one direction). However you'd be better of using what it was that made the time varying current in the first place.
I have an elector-magnet that has two positive poles.
Will this magnet make an electric field to charge cellphone or other gadgets?
