And as regards the question - dunno.  not sure I want to know - mobblies have got so complicated that I have long since stopped trying to understand them.  its like the arthur c clarke law - Any sufficiently advanced technology is indistinguishable from magic.

Yaysh !!......updated my phone so that it could update itself !



Gosh !...my phone is magic !!......But it won't make my phone bill disappear !!...hurumpth !!

Your phone bill is the Mana which is the requirement for the magic to work.

When I was lectured on the internals of computers in the late seventies we were told that there was a system of priorities built into the firmware.

An "updater program" usually is running in the background and checks for a particular entry with a newer date on the server, if there is not one there it does nothing and hibernates until the next day for the next look-in
If there is a new entry by date in the list on the server it then checks its' permissions for download of the new software add-in.
