Under certain circumstances, sure. E.g. if a patient is about to have chemo therapy is not allowed to leave the hospital them absolutely. Its possible that the chemo might destroy the ability to create life and if the two people want to have a child then this might be the last chance to do it. The chances are small for it to happen and complications might arise from the chemo it' better than nothing.

AFAIK it is not illegal in a civilised country for anyone to have sex anywhere with a consenting adult unless they are "Outraging Public Decency". You need to be a bit flexible about "OPD" in a hospital anyway, but it's polite to close the door.

You might almost define a civilised country by its laws on firearms and sex.

In some civilized countries prisoners are allowed occasional private visits from their lovers not the UK  of course!

Was the pun intentional?

I know of a couple of occasions when staff and patients have had sex.  That was frowned on - a bit - but would be illegal only if one party was learning disabled.  I think the Law that covers that is still on the Statute Books, somewhere.
