Over time, has the speed of light changed? Could it change in the future?

I know this question has been asked here before, and the official version is that the speed of light has remained constant since as much of the history of the universe as we are able to observe.

Certainly, a variable speed of light would make lots of issues much simpler (such as the supposed inflationary period after the Big Bang, but it would alter the whole question about the rate of expansion of the universe, since it would cause its own doppler shift that we presently use as proof of an expanding universe).
