In the US, the constabulary and the media are in the habit of making statements like,
"The suspect was driving at a high rate of speed in a 35 MPH zone."
So, if I get pulled over for speeding, would I be able to get off by pointing out that my, so called, "high rate of speed" merely describes the acceleration of my vehicle, not its speed?

The expression "high rate of speed" conveys no meaning at all as it omits any change qualifier.
'Speed' is the rate of change of displacement, and acceleration is the rate of change of speed, but "rate of speed" is the same as saying "the speed of speed", which is semantically void of meaning.
Some people have a way with words, but other people not have way.

Reduce the appearance of speed by using "spinner" hubcaps: so your wheels always appear still no matter how fast you're going [:)] ...
In the 1995 film Batman Forever, the wheels on the Batmobile used a counter-rotating gear assembly to keep the bat-emblem hubcaps upright when the wheels were in motion.

Fantastic LeeE! I think you are quite correct. I will call you as an expert witness.

Why didn't they just hang a big honking weight off them like they do with the oddometers on semi-trailers?

You could probably easier talk your way out of the ticket by just simply revealing a little leg ya know.. but really you may wish to review exactly which leg you need to reveal...LOL.... right left or kickstand but you may need to supply a warning about a spring loaded kickstand...lol...

For precisely that reason, I always wear my kilt when I'm driving! However, so far anyway, it has not helped in the least.
Is this because I'm wearing the wrong tartan, or is it just because we don't have enough lady cops in these parts? Geezer has pretty good legs, so I doubt if that has much to do with it.

LOL.. YOUSA!!! Yes.. I should be a lady cop over there!!... cepting that I might have to make sure all the equipment was working well good ya know?? LOL...
check list and all that.... like Neily says in the name of science right?...lol...
