I presume that the original source for that recipe warns you not to try to store silvering solutions. The "solution A" in that system is liable to produce insoluble explosive silver compounds.
The tin chloride isn't so mucha "cleaner" as an "undercoat". It helps the silver stick properly. It's not something I have tried but, if I was trying to plate onto those plastics I might try etching the surface slightly with an alkali like sodium hydroxide or ammonia before the tin treatment. (Not so likely to work with ABS)
