EMR is electromagnetic radiation which included light please read below.So why wouldn't they block out the light from the stars, well they are very small, almost a Planck mass and light is both waves and particles the chance of a Photon hitting a small black hole is less then the chance of Sun light(Photons) hitting the atoms (nitrogen 78.08% and oxygen 20.95%) in the air on their way through the atmosphere on a bright sunny day, some do.Does this answer your response imatfaal?

Also you are saying someone has measured hawking radiation, can you tell me who? As far as I know no one has ever measured hawking radiation yet?
