I started downloading about 20 different files using Internet Explorer 11 (IE11). The program (i.e. IE11) shut down before the downloads were completed. I can't figure out how to resume the downloads. Is it even possible? Thanks!

Uninstall IE to force it to back-track and then reactivate the download update process.
Or, use system restore to wind back the clock to a pre-update time point.

Attempting 20 simultaneous downloads is risky : if the browser crashes, (which apparently has happened) they will all be lost : you're putting all your eggs in one basket. I usually download files one-at-a-time , 3 simultaneously at most.
The partial downloads will be lost if the browser is set to clear the cache when the browser is closed. [ Reinstalling a browser will probably overwrite the partial downloads too ]. I don't think salvaging your partial downloads is possible.
You could try looking in the downloads folder (https://www.youtube.com/watch?v=6PpEqOO_gyY) or "AppData (https://en.wikipedia.org/wiki/AppData), Local, Temp" folder to see if anything useful has been downloaded , but don't hold your breath.
