Quantum theory- a universe without it?

so is it possible that quantum theory has a universe without quantum theory? And if there is, would it be possible for particles to access it?

I assume you mean whether a "random quantum fluctuation", such as the one suggested as having created our universe, could create a universe where quantum theory could not be discovered since it would have no physical basis on which to exist?
I have no clue to a possible answer

To me it has t do with a arrow. If you find a arrow, which I presume there must exist, for any measuring to become? Then you have a universe in where transformations and interactions exist. But without a arrow the question becomes meaningless, well, sort of
But something must exist even then, although I find it hard to imagine.

You could turn it around a little. Assume that 'matter' defines a arrow. That is interactions and transformations. You can actually ignore bosons for this as they only 'exist' in their interacting with matter as far as I know. Then what defines a measurment? And what is there 'left' if we presume matter to define the arrow?
