That's Fowle!!!
(Daniel Gould Fowle, Democrat Governer of N. Carolina; 1889 - 1891)

I wouldn't be at all surprised if that turns out to be a viral for a new film/computer game.
Having said that, the internet says it could be either of these:
http://en.wikipedia.org/wiki/Tubifex_tubifex
http://en.wikipedia.org/wiki/Bryozoa
But can you trust the internet?

Yes, it could be Tubifex or Bloodworm (also known as Blackworm) (Lumbriculus variegatus), but I'm not sure if these form colonies or clumps in the way Tubifex does.

Yes, it could be Tubifex
according to national geographic yesterday, it is a colony of tubifex worms.

Even if it is not Yog-Sothoth the phrase "kill it with fire" still comes to mind.
-
Just be careful that it does not explode and make a mess when you light it on fire.

Best tell the good people of N. Carolina not to use the loo before you do that, or there could be a lot of singed important little places!
Tubifex are extremely good little natural sewage processors and make very good fish food into the bargain.

You know, i immediately thought it was a bloodworm, but i am not too sure now.

In fact, i'm positive it isn't.
