I'm not sure what the issue is or what is shown in the picture.
The cemetry could be kept in better order. Moss could be cleared from the grave stones etc. However, there are worse examples.
This looks like a church graveyard. The main church of the UK is "the church of England" and it is not as well funded or supported as it used to be. In the past, most UK residents went to church. There were also good numbers of people who volunteered their time to assist the church and this would have included maintaining the church grounds and graveyard.
Exact figures for church attendance are hard to obtain. A brief websearch suggested that in 1980 more than 11% of the poupulation were regular attendees, while by 2105 only 5% of the population were regular attendees. I have the impression that if you went back 200 years it would have been more like 90% of the population who regularly attended church.
