   Might the removal of large quantities of fossil fuels, concentrated in different areas around the earth, affect it in any way?

The answer is YES, the answer is NO

Fossil fuels cause serious problems in the atmosphere that affect all of us.

Withdrawing fossil fuels does not significantly cause affects to the earth.
