Title: Does dark energy force the Universe to expand?

Could this dark energy be the 3D electromagnetic force of repulsion and how can it be measured?

No. For that to happen there would have to be a huge excess of one kind of charge throughout the universe and no such excess charge is observed. Also galaxies would accelerate away based on their mass and that's not what's observed.

The amount of positive charge in any system must be balanced by negative charge.  Planets and moons, asteroids etc are all enclosed in electrons and must appear as negative charges from outer space.
To balance all that negative charged matter would require the sun and stars to be positive anti-matter which presumably is why the suns spectrum is absorption instead of emission.

This is not true, please reserve such ideas for new theories or It Can't be True

This isn't true either and would not account for an absorption spectrum even if the sun's spectrum was absorption.

But it is nearly true. If the force of attraction by electro-magnetism is 24 times stronger than that of gravity then the sun is lighter than estimated.
If the weight of the sun were only 4.5% of its estimated value of 1.9x10^30 then its mass weight would be just 8.9x10^28 kG.    If you add up the total weight of the planets is 2.67x10^28 to which must be added all the moons. asteroids, ice and all the other material in the outer belts plus the gases and we getting surprising near to a balance of the solar systems real matter and the suns positively enclosed anti-matter.
