Title: Can a bridge be built at a slanted angle?

Does a bridge need to be either flat or evenly arched, or can it be built on a slope?

There are plenty of bridges built which aren't horizontal. As long as the lower end foundations are sufficient to keep the bridge from shifting downhill, it will work fine.
