Title: How can I build an RF transmitter?

I want to build up a project;  I want to know which encoder and decoder i have to use for sending a info like (AP23 W2345) through a rf transmitter and receiver can you also specify which rf transmitter I can use for this?

I don't know what you mean by AP23 W2345. Do you mean these letters and numbers to be sent as data? How far do you want to transmit such data? You may need to have a licence and you will be subject to your country's regulations on allowed frequencies and transmit power.
