I use this sequence of commands on a USB HDD or Dongle to load a Win 7 or Vista system, it works fine but will not work with XP is there any good reason for this.
1,Diskpart
2,list disk
3,select disk (you will be shown a list of devices)
4,clean
5,create partition primary
6,select partition 1
7,active
8,format
9,assign letter= (your choice)
10,exit
Then copy the operating system onto the device, then you can boot from this device and set up Windows 7 or Vista but not XP

DOS and Windows XP have various system files that must be located in specific locations.
If you are working in DOS, there is a "Format /sys" command (I think) that should create a DOS bootable drive.
However, I would try:
Boot from Original Windows XP CD.
Hopefully it gives a list of drives to install including your USB drive.
If not, there is a a function key (I forgot exactly what) you have to hit to properly install your drivers BEFORE it gets to the point where it can't find the drive. Watch the boot screen and it will tell you when to hit the key and install the drivers for the unrecognized drive.
Install the OS like you would on any system.
If, on the other hand, you are just wanting to make a copy of the install CD. Again, try the Format /sys (or Format /s) command. Then try to follow the autoexec.bat and config.sys scripts.
