We know there is a very massive object in the galaxy's center due to the orbital motion of stars there (there is no fluid to drag the stars around like there would be in a tornado, so gravity must be the cause). The conditions in a galactic core are very different from those of a tornado, although the accretion disk around the central black hole could be regarded as a vortex of some kind. However, the vortex is driven by the strong gravitational field and rotation of the black hole rather than differences in pressure and temperature like those in a tornado.

Its not possible that there's nothing at the center of the galaxy. Gravity prevents that from happening.
