What would be the phenomena, that we could notice, were higher dimensions impinging on our world? Could the anomalies of science and the non-local effects of quantum teleportation, and entanglement be symptoms of higher dimensionality? If we were to recognize these effects as higher dimensionality, could we exploit them?

Depends on how you see it. If you belong to the school of singular dimensions 'knitting together' a four dimensional 'SpaceTime'? Sure, why not. You just knit one more into the mesh.
If you believe Einsteins definition of one undivided 'SpaceTime' then it becomes trickier. In that case what we have might be five dimensional too, but then it ..is.. five dimensionally 'whole', even though we can't measure it.

The accepted fact that our universe is undergoing an expansion begs the question - expanding how and into what?
This relates to your higher dimension speculation since I believe that it is this dimension not only impinging, but actually playing an active part in what we perceive as an expanding 3 dimensional universe.

Yes, what breadpudding says. And what's even more: If we can't find "Dark Energy", the entity that is driving the accelerated expansion of the universe, then maybe we shouldn't be looking at something 'inside the universe pushing outwards', but maybe we should theorize about something 'outside the universe, pulling on it'.
