Title: Should we establish a system of Orbital Defense Buoys?

Should we establish a system of Orbital Defense Buoys to give us options to deal with incoming asteroids?  Could we launch a system of Defensive Buoys, engineered for a long-term space mission, that could not survive reentry into our atmosphere?  We could equip each buoy with nukes, lasers, missiles, alter-mass injectors, mass ejector tubes, solar sails, explosive charges, robots, sensors, and telescopes, sort of like a Swiss Army Knife, ready for any contingency.   This would be a temporary system until technology developments allow us to build mass deflection shields, tractor beams, gravity wells, worm holes, bent space, teleportation, telekinesis systems, black hole engines, planet cutting energy beams etc.
