Where could the World Cup be held?

What single city could possibly host the World Cup?
My thought was London.
They Have:
The Emirates
Stamford Bridge
White Heart Lane
Craven Cottage
Upton Park
Wembley
Selhurst Park
Thats 7 stadiums with at least 26,000 seat capacities.
While that may only be 7 stadiums and you would probably need 7 or 8 to host the 32 teams with adequate spacing between games, are there any other cities with this type of stadia?

I asked about this at work. The replies were more or less what you would expect from a bunch of science geeks who are not interested in football. One person suggested that they might as well hold the matches on the moon for all he cared.
One of the few sports fans objected.
They said you couldn't do that....
"the atmosphere would be wrong"
