Aren't "far infrared panels" just convectors?

Aren't "far infrared panels" just convectors?

The temperature of a "far infrared" heater panel can't really go much above 50C without becoming a safety hazard, so is the ratio of radiant to convected heat really any different from convector? A red hot element at say 1170K is going to be chucking out about 600-700 times the radiant heat of a panel at 50C.
