Is there a 'standard' for a healthy human in genetics?

Is there a 'standard' for a healthy human in genetics?

Paul asks:

The genome project was started and the scientists are still working on aspects of it. Have we worked out what a normal, healthy human being is that can be a standard for comparison with anything that seems to be amiss? Or is it all just worked out with statistics?
