It's a solid (ice) suspended in a liquid - until it melts of course (https://www.thenakedscientists.com/forum/proxy.php?request=http%3A%2F%2Fbestsmileys.com%2Fdrinking%2F15.gif&hash=f33f834e381b1b004ab71d1e4d7afc64)

I did not know that but should have suspected it as I can chew ice up but drink a slush two or three sips and I have the biggest brain freeze imagineable... what causes that anyway!

I assume what you mean is that slush is colder than the warmest that ice can get, since the continual melting of the ice continues to cool the remaining ice; but what slush is not is colder than the coldest ice can get (lest Karen get the wrong interpretation of what you meant).
Also, the slush will feel colder because it will more effectively transfer heat to its environment.
