Could quantum tunnelling account for the lumpy early universe?

Could quantum tunnelling account for the lumpy early universe?

Could the lumpiness of the early universe be caused by quantum tunneling?

The early particles would have peen packed tightly enough together to allow tunneling and this would have injected randomness, and thus lumpiness into the system.
