What are they made of?

i.e when you touch a computer screen that is turned off, what [elements perhaps] do you feel?

In most displays (both CRT and LCD) the screen that you can touch is made of glass, so a fairly high proportion of silica, probably with other elements depending on the glass...

Except than an LCD screen always has a front polarizer (made of plastic) in front of the display-glass, and often additional plastic-based anti-reflection and brightness-enhancement films... so unless there's an additional cosmetic glass front (perhaps on TV's or laptops - not normally on PC screens), you're touching plastic of some sort on the outside face of an LCD screen.
