Title: Does the frequency of produced photons depend on the reference frame?

will the frequency of photons that reaches the stationary frame after annihilation of electron and positron in the moving frame be same as when positron and electron are annihilated in the stationary frame?

No. The frequency of the gamma em radiation will be related to the energy of the particles and energy, momentum and angular momentum are all preserved. So if the collision is in a moving frame then there will be some doppler shift to another frame.
