If identical twin brothers marry identical twin sisters, and each of those couples has a child, will those two children be like twins?

No, but they will be very nearly as similar as if they were siblings, rather than cousins.

They'd be as alike as half-siblings if they'd married random people, but yes, just like any other siblings given the conditions in the OP
