I suspect it's because the default state is to feel happy and motivated; happy people are more likely to engage with and solicit the company of others and to be pro-active in their daily life, regarding the future with optimism and planning accordingly. Depressed people do the opposite, so one might anticipate a less productive and less resilient populace if the default mode were to be permanently depressed.
