Some can, most need refrigeration.  Maintaining a "cold chain" for vaccines is a major problem when trying to vaccinate people in remote areas.

The smallpox vaccine could be freeze-dried, this made it easier to vaccinate the vast numbers, especially in Africa, required to eradicate the disease.
